With increasing competition for EU grants, the City of Paris was looking to increase its tourism operative budget heading into a new fiscal year. The team needed to elevate its understanding of key stakeholders,  better define its unique value proposition and measurably demonstrate its ability to deliver against goals and benchmarks.

Sowen helped the team research successful grant applications from the past five years to identify specific winning trends and components. With this new mapping, we conducted a full competitive landscape review, crafted a unique value proposition, and developed the material, narrative, and collaterals needed for a successful bid.

 The Sowen team also helped create a new private-sector partnership program to attract key industry-leading partners with a vested interest and economic vision aligned with the city. The initiative was integrated into the city’s operational structure with the creation of a new grant selection, research, and application process that has been successfully used by the city for the past 36 months.
